Hence, the objective of this study was to investigate the pattern of SME development in the creative industries using the Analytical Hierarchy Process (AHP) approach and by applying the TH model in the Bandung and Banten regions of Indonesia. This research has employed the analytical hierarchy process (AHP) to synthesise the comparison judgment of pair decision-makers at each level of the decision hierarchy. Face-to-face interviews, focus group discussion, literary reviews and documentation analysis were conducted for data collection, in which all the representatives of the TH actors had participated. The results showed that the hierarchy for the priority of SMEs? sustainability is a four-level of hierarchies in the TH model. The use of the analytical hierarchy process is then proven beneficial in formulating the priority of SMEs to implement the TH model successfully in accordance with the needs of SMEs.
