Competence is related to the teacher's ability to package learning in order to support the achievement of learning objectives. This study aims to determine the pedagogic ability of teachers in applying the group discussion method in PPKn learning. This study is to identify a teacher's pedagogic ability in carrying out learning. In this study, a qualitative descriptive method was used. The data collection method in this study used observation, interviews and documentation of classroom teachers in elementary schools. Data retrieval through the class teacher in grade 5 at SDN DUKUH 09 PAGI. The results showed that the teacher can invite students to think critically, express an opinion, instill mental courage in opinion by using the group discussion method so that students do not become passive when participating in class learning.
